The Zambia Forestry and Forest Industries Corporation PLC (ZAFFICO) is a listed and publicly-traded Company whose mission is to establish and manage industrial exotic forest plantations and agroforestry products in order to meet demand and maximize return on investment.
In pursuance of its mission and strategic goals, the Corporation is now inviting applications from suitably qualified and experienced candidates for the under listed positions:

1.0 SENIOR PURCHASING OFFICER X (2)

REPORTING TO PROCUREMENT MANAGER

1.1 JOB PURPOSE

The Senior Purchasing Officer will be responsible for supportto procurement activities in the Corporation, providing the purchasing (procurement) of goods (works) consulting, and non-consulting services in accordance with Public Procurement regulations through competitive processes.

1.2 MAIN DUTIES AND ACCOUNTABILITIES OF THE JOB HOLDER

The main duties and accountabilities for the job holder will be to:

i. Undertake business needs assessment, supply market analysis, and commercial risk assessment to inform procurement planning and sourcing decisions:
ii. Provide technical and management support with the development of tender-related documents referring to the Corporation’s procurement policies and procedures
iii. Liaise with the Stores Officer and Finance team to manage inventory operations and trackinbound delivery of goods;

iv. Apply due diligence in the choice of new vendors and consult with related staff members when necessary to assess possible risks:
v. Establish/maintain/manage relationships with suppliers including soliciting and negotiating quotes; maintaining continuous communication with suppliers including order confirmation, following up on deliveries, and communicating delivery, quality, and shelf-life problems with the suppliers as they arise:
vi. Review procurement records to ensure compliance, maintain appropriate purchase documentation and obtain the necessary approvals:
vii. Ensure due diligence compliance by ensuring all vendors are vetted through the established system and perform past performance checks;
viii. Develop and administer contract management plans, negotiate changes and modifications, supplier performance management, and compliance requirements through effective supplier relationships to enhance business outcomes;
ix. In liaison with the Procurement Manager, plan and lead contract negotiations in the establishment and review of supply arrangements to deliver value for money procurement outcomes;
X. Provide an audit trail for probity audit and procurement processes, decisions, and contractual arrangements, and
xi. Assist in developing procurement policies, procedures, and guidance documents.

2.0 MINIMUM QUALIFICATIONS AND EXPERIENCE
  • Grade 12 School Certificate;
  • University Degree in any relevant discipline;
  • Full Chartered Institute of Purchasing and Supply (CIPS);
  • Four (4) years post qualifying hands-on experience;
  • Member of the Zambia Institute of Purchasing and Supply (ZIPS); .
  • A deep understanding of the Zambian Public Procurement Authority (ZPPA) rules and procedures will be a distinct advantage.
