Zambia Compulsory Standards Agency (ZCSA)

The Zambia Compulsory Standards Agency (ZCSA) is a body corporate created by the Compulsory Standards Act No. 3 of 2017 whose mandate is to inter alia administer, maintain and ensure compliance with compulsory standards.

The Zambia Compulsory Standards Agency wishes to invite suitably qualified and experienced individuals to fill the vacant positions of Head of Communications, Internal Auditor, Inspector, Administrative Assistant, Accounts Assistant, Driver and Office Assistant.

1. HEAD OF COMMUNICATIONS – ZCS 04 x1 (Lusaka)

A. KEY RESPONSIBILITIES

  • Supervises and undertakes timely, development and review of a communications strategy in order to guide information dissemination
  • Undertakes timely, dissemination of information to the public and other stakeholders in order to keep them informed
  • Supervises and undertakes timely, preparation of press statements and briefings in order to provide information
  • Supervises timely, the management of website and social media platforms in order to effectively interact with the public and stakeholders
  • Supervises timely, the design and layout, and copyediting and editing of annual reports and other publications in order to ensure quality of publications
  • Undertakes effectively, protocol duties in order to enhance the image of the Agency
  • Supervises timely, preparation of information and communication reports in order to facilitate informed decision making
  • Supervises and undertakes timely development of work plans in order to facilitate the monitoring and evaluation of performance
  • Supervises effectively, staff and other resources of the Section in order to facilitate the attainment of the Unit’s objectives

B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES

  • Full Grade 12 Certificate
  • Bachelor’s Degree in Mass Communications or its equivalent
  • Minimum 7 years relevant work experience of which 2 years should be at supervisory level

2. INTERNAL AUDITOR-ZCS 05 x1 (Lusaka)

A. KEY RESPONSIBILITIES

  • Undertakes effectively audit assignments in order to ensure adherence to internal controls in the use of public resources
  • Undertakes effectively the implementation of risk management procedures in order to mitigate risk in the use of public resources
  • Undertakes effectively the monitoring of system controls in order to enhance adherence to financial regulations and procedures
  • Undertakes effectively the conduct of audit reviews and appraisal of internal controls in order to assess their relevance and facilitate decision making
  • Undertakes timely the preparation of Internal Audit Reports in order to facilitate decision making
  • Undertakes timely the development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor and evaluate performance

QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES

  • Full Grade 12 School Certificate or its equivalent
  • Degree in Accountancy, ACCA, CIMA or its equivalent
  • 3 years’ work experience
  • Able to write comprehensive and analytical reports
  • Able to communicate fluently in English

  • Computer Literate

3. INSPECTOR – DOMESTIC QUALITY MONITORING – ZCS 05 x4 (Mongu 01, Lusaka 01, Ndola 02)

A.KEY RESPONSIBILITIES

  • Undertakes effectively, local inspections in order to facilitate compliance with compulsory standards
  • Undertakes timely review of applications and related documents in order to facilitate issuance of licenses
  • Supervises and undertakes periodically market surveillances in order to facilitate continued post-market compliance with compulsory standards
  • Undertakes effectively, the maintenance of the local inspections database in order to facilitate storage, retrieval and processing of information.
  • Undertakes periodically, the preparation and publication of domestic quality monitoring reports in order to facilitate informed decision making
  • Undertakes timely investigations on consumer complaints in order to address the risks and recommend remedial measures
  • Supervises and undertakes timely, preparation of work plans and implementation of the annual performance
  • Appraisal System (APAS) in order to monitor, evaluate and enhance performance.
  • Undertakes effectively, the management of human, financial and other resources in order to facilitate attainment of the objectives.

B. QUALIFICATIONS, EXPERIENCE AND PERSONALATTRIBUTES

  • Full Grade 12 School Certificate or its equivalent
  • Degree in Science or Engineering or its equivalent
  • 3 years relevant work experience
  • Valid Driver’s License will be an added advantage
  • Able to write a technical report
  • Able to communicate fluently in English

  • Computer Literate

4. INSPECTOR-IMPORT QUALITY MONITORING ZCS 05 x8 (Kazungula 04, Chirundu 02, Mwami 01 and Chanida 01)

A.KEY RESPONSIBILITIES

  • Coordinates effectively, import inspections in order to ensure foreign manufactured products comply with compulsory standards.
  • Coordinates effectively, market surveillances in order to ensure continued post-market compliance with compulsory standards
  • Coordinates effectively, the updating of the database in order to facilitate storage retrieval and processing of information
  • Coordinates effectively, investigation on consumer complaints in order to address the risks and recommend remedial measures
  • Coordinates timely development of individual work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance

B. QUALIFICATIONS, EXPERIENCE AND PERSONALATTRIBUTES

  • Full Grade 12 School Certificate or its equivalent
  • Degree in Science or Engineering or its equivalent
  • 3 years work experience

5. ACCOUNTS ASSISTANT – ZCS 07 x2 (Chanida, Katima Mulilo)

A. KEY RESPONSIBILITIES

  • Undertakes timely receipting and banking of revenue in order to facilitate accountability,
  • Prepares timely revenue reports in order to facilitate decision making
  • Prepare or update periodically the asset register in order to safeguard public assets.
  • Follow up and collect revenue on all outstanding invoices for the Agency on time in order to minimize the trade receivables stock.
  • Undertakes timely, development of individual work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.

B. QUALIFICATIONS, EXPERIENCE AND PERSONALATTRIBUTES

  • Full Grade 12 School Certificate or its equivalent
  • ACCA Level I/CIMA I/ZICA Technician or its equivalent
  • Member of the Zambia Institute of Chartered Accountants
  • 3 years’ work experience
  • Able to write technical reports
  • Able to communicate fluently in English
  • Analytical skills
  • Interpersonal skills
  • Computer Literate
  • Must be of sober character

6. ADMINISTRATIVE ASSISTANT – ZCS 07 x1 (Lusaka)

A. KEY RESPONSIBILITIES

  • Undertakes timely the provision of administrative support services in order to facilitate efficient and effective operations of the department
  • Undertakes timely the planning and scheduling of events such as management meetings, interviews, luncheons and scheduling of appointments, preparations of presentation materials and inquiring about participant’s availability in order to facilitate speedy implementation of departmental programmes
  • Undertake regularly the recording of minutes to ensure a true record of proceedings is maintained
  • Undertake regularly the sending out and receiving mail and packages in order to facilitate efficient and effective operations of the department

B. QUALIFICATION, EXPERIENCE AND PERSONALATTRIBUTES

  • Full Grade 12 School Certificate
  • Minimum of Diploma Management, Human Resource, Public Administration or equivalent
  • Membership with ZIHRM will be an added advantage
  • 2 years’ relevant work experience
  • Able to write comprehensive reports
  • Able to communicate effectively in English

7. DRIVERS-ZCS 09 x2 (Lusaka)

A. KEY RESPONSIBILITIES

  • Drives safely and regularly the Agency’s vehicles on official business in order to facilitate operations
  • Updates timely and accurately log books in order to enhance accountability for official trips
  • Checks regularly vehicles in order to ascertain their roadworthiness
  • Undertakes regular cleaning of the Agency’s vehicles in order to ensure that they are in a clean state.
  • Prepares timely accidents reports in order to facilitate decision making
  • Undertakes effectively the preparation of work plans and implementation of the Annual Performance Appraisal system (APAS) in order to monitor, evaluate and enhance performance

B. QUALIFICATIONS, EXPERIENCE AND PERSONALATTRIBUTES

  • Full Grade 12 School Certificate
  • SADC Driver’s License of not less than 2 years
  • Minimum 2 years’ relevant work experience
  • Ability to write reports
  • Able to communicate in English,
  • Must be of sober character

8. OFFICE ASSISTANT ZCS 10 x1 (Lusaka)

A. KEY RESPONSIBILITIES

  • Undertakes effectively regular cleaning of offices in order to make them habitable
  • Undertakes effectively miscellaneous office errands in order to facilitate operations
  • Undertake timely and regular cleaning of utensils in order to make them hygienic for use

B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES

  • Full Grade 12 School Certificate
  • Able to read
  • Able to write
  • Must be of sober character
