Applications are invited from suitably qualified and experienced persons for the following positions at the Centre for Information and Communication Technologies (CICT) at the University of Zambia:
1. JOB TITLE: MANAGER – QUALITY ASSURANCE AND SECURITY – 1 POSITION
PURPOSE: To ensure that ICT/security control service provisions are commensurate with the requirements and standards of the various university stakeholders.
RESPONSIBILITIES:
- Defines systems, network, software and hardware standards for the University;
- Brings together staff from different disciplines and drives the group to plan, formulate and
agree on comprehensive quality procedures; - Installs and configures security policies in all communication devices to ensure the safety of both data and hardware resources;
- Develops, maintains, communicates, enforces and publishes the Information and Security Policy.
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelor’s degree in Computer Science, Engineering or ICT related field;
- Master’s degree in ICT or related field would be an added advantage;
- Certification in CCNA, CCNP or MCSE would be an added advantage;
- Knowledge of IT processes and controls and strong understanding of risk and control frameworks such as (CoBIT, ISO, NIST, ITIL, PCI).
- Must have knowledge of Linux, Windows server, Virtualization, vLans configurations, Network monitoring, Routing, Switching and skills in Bandwidth Management;
- Experience in risk, compliance and information security policy development.
- Knowledge and understanding of higher education, governmental agency or corporate/industry information security, governance, risk and compliance practices and standards.
- Experience with development of educational programs in the area of security awareness.
- Excellent organizational and communication skills (both oral and written).
- Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
- Experience managing budget and managing a team of information technology professionals.
- Proven problem solver with ability to provide in-depth analysis of complex problems,
manage risk and provide timely and accurate decisions. - At least five (5) years relevant work experience with firewalls, intrusion detection/prevention systems; and network, server, and desk top environments.
- Minimum two (2) years Management experience will be an added advantage;
- Member of the Information Communication Technologies Association of Zambia (ICTAZ) or related professional body (proof of valid membership to be attached).
2. JOB TITLE: SYSTEMS ANALYST PROGRAMMER – 1 POSITION
PURPOSE: Responsible for planning, analyzing, designing and supporting existing systems as well as responding to user’s need for new systems.
RESPONSIBILITIES:
- Planning and analyzing database designs, system development and implementation in the University to ensure highest levels of data security and integrity and production of application software of high quality and professional standards;
- Carrying out system documentations, systems inventory and tuning;
- Conducting training and seminars and providing consultancy to user departments so as to promote the exploitation of ICT facilities by users;
- Keeping abreast with ICT development and general business practices in order to give appropriate guidance to users in the application of ICT;
- Providing support to user departments in the University so that application development/installation meet set standards and user requirements.
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelors’ degree in Computer Science or ICT from a reputable University;
- At least two (2) years of working experience in system analysis and design;
- Experience in PHP or JAVA frameworks will be an added advantage;
- Experience in software development projects will be an added advantage;
- Member of the Information Communication Technologies Association of Zambia (ICTAZ) or related professional body (proof of valid membership to be attached).
3. JOB TITLE: DEVELOPER – 1 POSITION
PURPOSE: Responsible for effectively and efficiently planning, organizing and controlling the activities of the project members during design, development, and implementation of computer applications/operating system software.
RESPONSIBILITIES:
- Translation of user stories into statements of work, business process and business requirements and ensure that those statements are clear, precise and sufficient;
- Design and implement Web Applications;
- Building and testing of application software to meet use requirements;
- Knowledge transfer and training delivery;
- Provide technical and user support;
- Decide on the most effective designs for applications based on own initiative and indepth expertise in the relevant technical architectures;
- Document the application design in accordance with current standards;
- Conducting training and seminars and providing consultancy to user departments;
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelor of Science in an ICT related field, Bachelor of Engineering in an ICT related field; from a reputable university
- At least two (2) years working experience in JAVA programming, Cakephp/yii/laravel frameworks;
- Knowledge of MSSQL server, MYSQL Database would be an added advantage;
- Experience in Mobile Application Development would an added advantage;
- Member of the Information Communication Technologies Association of Zambia (ICTAZ) or related professional body (proof of valid membership to be attached).
4. JOB TITLE: DATABASE ADMINISTRATOR – 1 POSITION
PURPOSE: To plan, design, implement database systems of the University of Zambia.
RESPONSIBILITIES:
- Planning and analyzing database designs, system development and implementation in the University to ensure highest level of data security and integrity and production of application software of height quality and professional standards;
- Ensure that database tables are normalized;
- Maintain primary database structures (Table Spaces);
- Ensuring that databases meet user requirements;
- Managing of user accounts and maintaining system security;
- Writing disaster recovery plans;
- Implementing Security measures;
- Archiving data;
- Offering user technical support;
- Liaising with programmers and developers on best practices of optimizing the performance of the database;
- Writing reports, documentation and operating manuals;
- Perform backups of all systems and data according to the agreed backup procedures.
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelor’s degree in Computer Science or ICT related field from a reputable university;
- Oracle or related database certification would be an added advantage;
- At least three (3) years relevant work experience;
- Member of the Information Communication Technologies Association of Zambia (ICTAZ) or related professional body (proof of valid membership to be attached).
5. JOB TITLE: SENIOR SYSTEMS DEVELOPER – 1 POSITION
Purpose: Responsible for effectively and efficiently planning, organizing and controlling the activities of the project members during design, development and implementation of computer applications/operating system software to ensure provision of quality service to users at the University of Zambia.
RESPONSIBILITIES:
- Translation of user stories into statements of work, business process and business requirements and ensure that those statements are clear, precise and sufficient;
- Design complex application software to meet business requirements
- Build application software;
- Lead and coordinate software testing;
- Provide technical leadership on short to medium length projects as required;
- Knowledge transfer and training delivery;
- Release management for both production and user acceptance test environments;
- Provide technical and user support;
- Supervision of subordinates
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelor’s degree in Computer Science or ICT;
- At least 3 years relevant work experience in systems analysis and design, min server and micro-computer environment and knowledge of various software and utilities;
- Knowledge of 4GI, DBMS languages, UNIX, Windows, NT and Microsoft products added advantage;
- Experience in project management would be an added advantage;
- Should show experience of leading a team of developers in systems development.

6. JOB TITLE: SENIOR ICT SECURITY OFFICER – 1 POSITION
PURPOSE: To plan, design and implement security policies of all ICT resources
RESPONSIBILITIES:
- Develop and manage an ICT policy for the University of Zambia;
- Develop and manage an ICT security policy on all university server and workstations;
- Ensure security and compliance on all network devices, servers and systems
- Train all computer users in ICT security so as to minimize security threats;
- Ensure that all university systems are used only by authorized users who access authorized areas;
- Assist in the creation of a separation between the internal and the external networks.
- Supervise subordinates.
QUALIFICATIONS:
- Grade 12 School Certificate or its equivalent;
- Bachelors’ degree in Computer Science or ICT;
- At least three (3) years relevant work experience;
- Knowledge of Linux, window and micro-soft products, as well as an understanding of microcomputer environments.
- Knowledge of repair and maintenance of micro-computers, electronic equipment and current PC technologies;
- Proven problem solver with ability to provide in-depth analysis of complex problems, manage risk and provide timely and accurate decisions.
- Knowledge of IT processes and controls and strong understanding of risk and control frameworks such as (CoBIT, ISO, NIST, ITIL, PCI).
- General knowledge of information security regulatory requirements and standards such as ISO 27001/2, SANS top 20 and NIST 800-53.
- Possess Certified Information Systems Security Professional (CISSP) or other information systems security certifications
- Ability to ensure standards and parameters for any systems on the University network are correct and as close to flawless as reasonably can be expected.
- Member of the Information Communication Technologies Association of Zambia (ICTAZ) or related professional body (proof of valid membership to be attached).
