Palabana University one newly opened public university under the Ministry of Education wishes to recruit and fill the following positions:

1.0 JOB TITLE: CHIEF FINANCIAL OFFICER

Palabana University is inviting applications from suitably qualified candidates to fill the position of Chief Financial Officer for the University.

A Chief Financial Officer (CFO) at a university is responsible for overseeing the financial management, planning, and strategy to align with institutional goals. Reporting to the Vice-Chancellor, their key duties include managing budgets, developing financial strategies, and ensuring compliance with relevant laws and standards. This role involves not only coordinating financial activities but also guiding senior management on financial matters, establishing internal controls, and preparing detailed financial reports for the university’s council and regulatory authorities. Some specific responsibilities include:  Leading the development and implementation of the university’s budget and strategic financial plans. Evaluating financial performance, recommending cost efficiencies, and identifying revenue opportunities. Overseeing financial reporting, risk management, and compliance with regulatory requirements. Providing strategic financial leadership to ensure optimal use of resources and effective cash flow management. Supervising finance teams, ensuring professional development and departmental performance aligned with institutional objectives. The position requires a Master’s degree in finance or a related field, membership with the Zambia Institute of Chartered Accountants (ZICA), and at least 10 years of senior financial management experience.

Qualifications and Experience:

i. Chartered Accountant and member of ZICA

ii. Bachelor of Accountancy, or Full ACCA, CIMA, and or CA Zambia

iii. A Master of Science in Accounting and Finance or a Master of Business Administration is an added advantage.

iv. 10 years proven experience as a Chief Financial Officer or senior finance executive in a dynamic and growth-oriented organization.

v. Strong financial acumen, analytical skills, and strategic thinking capabilities.

vi. Demonstrated leadership, communication, and interpersonal skills.

vii. Experience in financial planning, budgeting, forecasting, and financial modeling.

viii. Knowledge of financial regulations, compliance requirements, and risk management practices.

ix. Ability to thrive in a fast-paced, results-driven environment and drive organizational change.

2.0 PROCUREMENT AND SUPPLIES OFFICER

PURPOSE:

Responsible for planning, organizing and supervising the procurement functions for the University in compliance with Zambian Public Procurement Laws and international procurement regulations.

QUALIFICATIONS:

  • Grade 12 school certificate or its equivalent;
  • Degree in Procurement and Supply.
  • Master’s degree in Supply Chain Management or in a related field will be an added advantage
  • Three (3) years practical experience in a similar or related position and should be a member of Zambia Institute and Purchasing and Supply (ZIPS).
  • Must be computer literate and possess a valid driver’s license

3.0 MANAGEMENT SECRETARY

Job Purpose

To provide efficient and responsive secretarial and administrative support to management in the office environment with strict adherence to procedures and policies of the university.

Duties and Responsibilities:

  • Drafting memoranda, letters and any other documentation
  • Proficiently managing the diary for management by ensuring that appointments and meetings are well scheduled and able to maintain high level of confidentiality
  • Meeting preparations by ensuring that notices and documentation for the meetings are circulated in good time
  • Ensuring that correspondence and other documentation are recorded and appropriately filed after action has been taken
  • Checking and responding to emails and refer to respective management team on communication that requires special and urgent attention.Maintaining petty cash float for administrative functions of university principal officers
  • Ability to maintain effective working relationships with officials, employees, students and associates, and to effectively convey information.

Qualification and Experience

The University seeks an individual with;

i. Grade 12 school certificate with five (5) credits including English and Mathematics.
ii. Minimum of a certificate in secretarial
iii. Must have attained a shorthand speed of 100 words per minute
iv. Typing speed of 55’65 words per minute or better from Pitman or Examination Council of Zambia.
v. A diploma in public Administration or Business Administration or any other relevant qualification is an added advantage.
vi. Minimum of Three (3) years working experience in a similar or related position preferably in an academic institution

4.0 ACCOUNTANT

PURPOSE:

Responsible for budgeting, coordinating and implementation of financial reporting activities and other accounting functions in the School/Unit.

QUALIFICATIONS

(a) Grade 12 School certificate or its equivalent.

(b)Vocational/Professional Qualifications:

(i) Bachelor’s ACCA/CIMA/ZICA or its equivalent and practicing member of ZICA

(ii) Master’s related field is an added advantage

RELEVANT JOB EXPERIENCE

Minimum of 4 years working experience in accounts and a record of accomplishment in management accounting at senior level.

5.0 HEAD ICT

PURPOSE:

Responsible for planning, leading, and overseeing the design. development, installation, management, and maintenance of Information and Communication Technology (ICT) systems within the University. This role plays a crucial part in ensuring the efficient and effective operation of ICT systems and services throughout the institution

QUALIFICATIONS

(a) Grade 12 School certificate or its equivalent.

(b) Vocational/Professional Qualifications:

  • Bachelor’s degree in an ICT related field
  • Master’s Degree in an ICT related field
  • Certification not limited to CCNA, CCNP or MCSE, Azure Certification, Certified ethical Hacker/ITIL Certification/ PRINCE2 Agile.

RELEVANT JOB EXPERIENCE

Seven (7) years relevant work experience of which three (3) years must be at middle management level.

6.0 JOB TITLE: LECTURER AGRICULTURAL ECONOMICS -1 POSITION

PURPOSE:

To teach, conduct research and carry out other academic related tasks.

QUALIFICATIONS:

  • Grade 12 school certificate or its equivalent;
  • Bachelor of Agricultural Sciences or related field;
  • Master of Agricultural Economics from a reputable university.
  • PhD in a related field
  • At least eight (8) years teaching or research experience at a college or university level;
  • Must have proof of some publications; and
  • Must be computer literate and possess a valid driver’s licence

OTHER POSITIONS INCLUDE:

1. STORES OFFICER – Grade 12 certificate, Diploma in Purchasing and supplies and 2 years experience

2. PSYCHO-SOCIAL COUNSELORS – Grade 12 certificate, certificate or diplomain psycho social counselling and 2 years experience

3. REGISTRY CLERK – Grade 12 certificate, Certificate or Diploma in Record management and 2 years experience

4. MANAGEMENT SECRETARY-Grade 12 certificate, Diploma in secretarial and 2 years experience

5. DRIVER Grade 12 certificate and 3 years experience
