The National Institute of Public Administration [NIPA], exists under the Act of Parliament No. 15 of 1998. The Institute now seeks the services of highly motivated individuals to join its team of skilled professionals.

Position1: Chief Consultant, Research (1)

Job Purpose

The Chief Consultant plans, designs and conducts research and development activities to enhance the Institute’s performance and delivery of services to the clients. Role holder is involved in research, data generation and collection using standard and well-defined methods. The purpose of the position is to provide well researched and analyzed information, economic and statistical data on social and economic matters to be used by the Institute and stakeholders for policy direction and decision making. The role is aimed at assisting in the review and strengthening of the Research, Consultancy and Development activities execution capacity of the Division.

Reports to: Director – Research, Consultancy and Development Division

Knowledge and Skill Requirements

  • 5 ‘0’ Levels or higher acceptable at a University awarding a social Science Degree qualification or equivalent
  • Bachelor’s Degree in Social Sciences or its equivalent with merit preferred
  • Masters in social Sciences. A PhD in Social Sciences is an added advantage
  • Demonstrate traceable relevant postgraduate work experience
  • Minimum of Five (5) years relevant experience with ability to initiate and execute a diverse portfolio of consultances and research Projects.
  • Evidence of publications.
  • Excellent oral, and written communication skills.

Position 2: Senior Consultant – Research and Development (1)

Job Purpose

Initiates, co-ordinates and carries out research, consultancy and development activities on behalf of clients to enhance the Institute’s performance and delivery of services. Role holder manages, analyzes and delivers data for research purposes, and develops new models and processes in pursuance of Institute goals. The role also involves organising and co-ordinating consultancy activities in order to provide expert advice to clients, besides facilitation and training delivery.

Reports to: Chief Consultant – Consulting

Knowledge and Skills Requirements

  • 5 ‘0’ Levels or higher acceptable at a university awarding a BA/BSc Degree qualification or
    equivalent
  • Bachelor’s Degree in social sciences, or Business studies with merit preferred
  • Masters’ Degree in a related field is a must
  • Minimum five (5) years postgraduate relevant experience in a similar role

Position 3: Lecturer II, Legal Studies, Livingstone Campus (1)

Job Purpose

To plan, design, deliver, coordinate and evaluate law programmes in order to impart relevant knowledge and skills for the enhancement of individual and organizational development.

Reports to: Resident Lecturer, Livingstone Campus

Knowledge and Skill Requirements

  • 5 ‘O’ Levels or higher acceptable at a University awarding a BA/BSc Degree qualification
  • LLB Degree with merit preferred
  • LLM Degree
  • A minimum of five (03) years relevant post graduate experience
  • Current Membership of Law Association of Zambia (LAZ)
  • Evidence of publications

Location – NIPA Livingstone Campus

Position 4: Lecturer II, Computer Science – Main Campus (2)

Job Purpose

To design and deliver Information Communication Technology training programmes in order to impart relevant knowledge and skills required by the clients for their improved performance and organization development.

Reports to: Principal Lecturer

Knowledge and Skill Requirements

  • 5 ‘O’ Levels or higher acceptable at a University awarding a BA/BSc Degree qualification
  • B.A Degree in Information Technology or BSc Computer Science Degree or its equivalent
  • Master’s Degree in Information Technology or Computer Science or its equivalent
  • A minimum of Three (03) years relevant post graduate experience
  • Specialist knowledge of;
    • Computer networks
    • Databases
    • Programming
    • Web programming
    • Computer Architecture
    • Security
  • Current Membership of the Information and Communications Technology Association of Zambia (ICTAZ)
  • Evidence of publications

Position 5: Senior Systems Analyst

Job Purpose

To perform analysis and programming duties in the development, implementation and support of information systems and applications.

Reports to: Manager, information Technology

Knowledge and Skills Requirements

  • Full Grade 12 School certificate
  • Bachelor’s Degree in computer related discipline
  • Experience in systems design, programming and/or systems software and support.
  • Minimum three (03) year’s developer experience in PhP, C#, ASP.net, JavaScript,
    JQuery etc
  • Database design/administration experience (Design, implementation, modification,
  • Proficient in writing fine-tuned SQL queries, stored procedures (e.g. PL/SQL code) and working with data in relational databases like SQL Server, MySQL etc
  • Ability to: Recognize and resolve system related problems; work independently and make necessary decisions throughout the systems process within department guidelines
  • Excellent oral and written communication skills

Position 6: Systems Analyst (1)

Job Purpose

To provide support to customers in the use of Institute services and to respond to any difficulties encountered by them in order to ensure client satisfaction and sustainability of operations.

Reports to: Marketing and Communications Manager

  • Bachelor of Marketing; Public Relations, Business Administration or related field
  • Minimum 3 (three) years post qualifying work experience

Position 8: Horticulturist(1)

Purpose of the Job

To manage the Institute’s landscaping and maintenance of grounds in order to create a client friendly environment. The Horticulturist works with key officers in identifying, cultivating and maintaining plants that enhance the public image of the Institute.

Reports: Deputy Registrar, Administration

Knowledge and Skills Requirements

  • Grade 12/University entrant
  • Bachelor’s Degree in horticulture, botany, agriculture, soil or earth sciences or related field
  • Minimum 5 (five) years relevant post qualifying experience in a reputable organization
