1. DIRECTOR TECHNICAL (3 years contract)
Job Purpose
Reporting to the Managing Director, the job holder will provide policy guidance and technical support across the entire Company’s engineering operations so as to meet operational targets and standards as well as advocacy with statutory bodies and other stakeholders, in line with the service level guarantees in place.
Summary of Main Accountabilities
I. Direct the technical operations of the Company to ensure that set targets are met
II. Initiate the policies and operations standards for the performance of plant, machinery and water and sewage networks and ensures adherence to maintenance schedules by operating Divisions.
III. Develop both long term and short term technical strategic plans for operations to ensure sustainable operations.
IV. Monitors adherence to safety, health issues in the company to ensure safe operating environment for all staff in the company
V. Set the policies and monitoring tools for quality results obtained for both water and sewerage and directs corrective action where necessary
VI. Set standards for the provision of overall technical input in procurements of equipment and services and approve engineering operations purchase requisitions and attendance to tender committee meetings.
VII. Participate in the preparation and review of all relevant project documents
VIII. Provides technical input in investment funding initiatives commissioned by the company with major funding agencies
Knowledge and Skill Requirements:
- Full grade twelve certificate
- BSc or BEng Civil Engineering / Mechanical Engineering
- Master’s Degree in related Engineering discipline (water) will be an added advantage
- Minimum 7 years’ experience at managerial level in a comparable organisation
- Registered Engineer
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- A good understanding of organizational dynamics and technical process and policies.
- A good understanding of engineering principles with a good understanding of water utility infrastructure.
- Able to anticipate the challenges and opportunities which arise from customer, regulatory, technological and sector changes and translate these into coherent strategy.
- Ability to work in fast pace working environment.
- A wide range of creativity and latitude is expected.
- Relies on extensive experience and judgment to plan and accomplish goals.
- Ability to develop a variety of effective presentations persuasive with a variety of techniques, for example, by using computer graphics to represent the findings of research.
2. SOCIAL DEVELOPMENT SPECIALIST (2 years contract)
Job Purpose
Reporting to the Director – Infrastructure Development, the job holder shall be responsible for guiding and educating/informing communities in all areas of the project during implementation through the recognized community committees on the running of sustainable water supply schemes to ensure cost recovery after project implementation.
Summary of Main Accountabilities
- Identify potential communities that would benefit from the project activities/works.
- Providing relevant technical support to the local leadership in the identified target communities to get the communities buy-in to the project;
- Facilitating consultations and bringing together target communities and relevant stakeholders to discuss and agree on a working relationship during project implementation;
- Designing and facilitating stakeholder workshops and other relevant meetings to present and discuss the main findings and recommendations arising from the consultative processes;
- Designing community approaches for community and stakeholder sensitisation and evaluating the effectiveness and efficiency of the selected approaches.
- Providing a link between technical staff and the community and ensuring productive and sustained dialogue between the two parties, and any other institutions in the areas;
- Promoting the concept of community participation and instilling civic and community responsibilities in the residents and enhancing awareness for the sustainable running of the water and sanitation system;
Knowledge and Skill Requirements:
- Full Grade 12/ Form 5 Certificate
- B.A Degree in Social Work, Community Development, Development Studies or related field. A Master’s Degree in a related field will be added advantage.
- At least 5 years working experience in mobilising and organising Community based programmes two of which should be on donor funded projects. Experience of working on water projects will be added advantage.
- Experience in working and coordinating with stakeholders to achieve set project objectives.
- Experience in project proposal writing/evaluation and preparation of reports to solicit stakeholder buy-ins.
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- Experience in designing and implementing monitoring and evaluation tools for community projects and preparing monthly progress reports on the area activities for Project Implementation Teams
- Experience in formulating and coordination of community information dissemination and data collection.
- Computer literate in MS Office, Excel and PowerPoint and conversant with basic Presentation Skills
3. TRANSPORT OFFICER (Permanent and pensionable)
Job Purpose:
- Reporting to Human Resource Manager, the job holder will assist superior plan, manage and direct the overall coordinating, monitoring and reviewing of activities involving the efficient and effective provision transport services in the Mulonga Water and Sewerage Company
Summary of Main Accountabilities
- Direct the overall coordination and monitoring and reviewing of activities involving the efficient and effective provision transport services in the Mulonga Water Supply and Sanitation Company
- Ensures regular servicing and maintenance of vehicles so that vehicles are always in good working condition.
- Maintains an up to date record of fleet of vehicles and ensures that vehicles are roadworthy at all times by conducting daily inspection
- Acts as an effective interface between the company and insurance broker and garages to ensure that vehicles insurance is valid and that there is expeditious processing of claims and timely repairs of motor vehicles
- Acts as an effective interface between management and state police as well as RTSA in clearance of vehicles and accident investigation as well as registration of motor vehicles and insurance
- Prepares reports for senior management detailing fleet performance, fuel monthly consumption, vehicle repair expenditure and compare budgeted against actuals for vehicle expenditure.
- Undertakes periodical road traffic and safety awareness in house training
Knowledge and Skill Requirements:
- Grade 12 Certificate with Five (5) O Levels
- Diploma CILT
- 3 – 5 years’ experience in a similar role in a comparable organisation
- Ability to conceptualize ideas and communicate effectively both orally and in writing
- Ability to develop new ideas.
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- Ability to embrace and utilize technology to ensure improvement in the utilization of the fleet and achieve goals
- Ability to lead and coach
4. CHIEF SECURITY OFFICER (Permanent and pensionable)
Job Purpose:
- Reporting to Human Resource Manager the job holder will be responsible for the company’s security and administer all security activities in order to protect company assets including but not limited to daily operations of the security program, over sight of the annual and ongoing risk assessment process, development, implementation and maintenance of policies and procedure, ensuring the confidentiality, integrity and access of electronic water information and of monitoring program compliance as well as investigation and tracking incidents and breaches and compliance with state laws
Summary of Main Accountabilities
- Builds a strategic and comprehensive information security that defines, develops, maintains and implements policies and procedures that enables consistent, confidentiality and availability of information that is owned, controlled and processed within the company.
- Manages security incidents and events involving electronic water information
- Ensures that the company complies with the administrative, technical and physical safeguards.
- Collaborates with senior management officials to establish governance for the security program
- Plans and carries out evaluations of security risks on a daily basis for the purpose of safe guarding the assets and the business of the company through, among others, the creation of physical access controls.
- Evaluates the deployment levels of hired security guards and ensures that payments to security service providers are properly calculated. This involves scrutinizing invoices and verifying that they match with deployment levels.
- Establishes and administers a process for investigating and acting on security incidents which may result in privacy breaches
Knowledge and Skill Requirements:
- Grade 12 Certificate with Five (5) O Levels
- Certificate in Police/Military training
- 5 years’ experience in investigation or prosecution
- Degree in a Social Science will be an added advantage
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- Effective communicator, both verbally and in writing, effectively
- Ability to achieve thoroughness and accuracy when undertaking a task
- Ability to act in an organised manner to enforce the Law
5. SECURITY OFFICER (Permanent and pensionable)
Job Purpose:
- Reporting to the Chief Security Officer the job holder will maintain safety and supervise a team of hired security guards, guarding company property to prevent thefts and/or vandalism
Summary of Main Accountabilities
- Ensures that there is physical security provided 24 hours for all the Company’s properties and assets.
- Works with state security agencies during investigations and reports criminal activities to the state police.
- Monitors the performance of security providers engaged by the company in order to ensure professionalism
Knowledge and Skill Requirements:
- Grade 12 Certificate with Five (5) O Levels
- Certificate in Police/Military and Investigations training
- Diploma will be an added advantage
- 3 years’ experience in a similar role in a comparable organisation
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- Ability to act with integrity
- Ability to balance risks, costs and benefits
6. SAFETY HEALTH & ENVIRONMENT OFFICER (2 years contract)
Job Purpose:
- Reporting to the Social Development Specialist the job holder will safeguard the health and safety of employees, public, properties as well as managing and protecting the environment to ensure compliance to all statutory regulations and requirements
Summary of Main Accountabilities
- Coordinates health safety and environmental issues in the organisation
- Implements and monitor the company’s safety health and environmental management systems
- Ensures company compliance to statutory regulations in terms of safety health and environment
- Implements preventive actions and emergency plan and report safety health and environmental performance to ensure continuous improvement.
- Participates in undertaking risk assessment, inspections/audits and notify relevant managers of findings or shortfalls and advise on require remedial action.
- Ensures personal protective equipment are provided and used correctly with due regard to the prevailing workplace hazards
Knowledge and Skill Requirements:
- Grade 12 Certificate with Five (5) O Levels
- Diploma in Occupational Safety/ Environmental Studies
- 3 – 5 years’ experience in a similar role in a comparable organisation
- Valid Driver’s License (Ability to Drive Manual Vehicle)
- Considerable specialised diplomacy is a prime requirement;
