Chambeshi Water Supply and Sanitation Company Limited (ChWSSC), is the Utility Company based in Northern and Muchinga Provinces of Zambia providing Water Supply and Sanitation services under the provision  of the Water and Sanitation Act No. 28 of 1997.

The vision of the  Company is be “National Best Water Supply and Sanitation Services” and whose mission is to “Sustainably provide quality Water Supply and Sanitation services to the satisfaction of the customer while embracing innovation and Stakeholder support” with the focus to ensure quality and affordable water sanitation services.

To achieve this, the company endeavors to ensure that it has the adequate staff with the right skills.

The Company now invites applications from suitably qualified Zambians to fill the following vacancies:

1.   REGIONAL MANAGER-SALARY GRADE CMS-3 REPORTING TO DIRECTOR TECHNICAL SERVICES

JOB PURPOSE:

To plan, coordinate and monitor at regional/provincial level water production, treatment, distribution, sanitation, engineering and commercial services including customer relations so as to contribute to the financial viability and service delivery whilst complying with legal requirements and ensuring environmental protection.

MAIN DUTIES AND RESPONSIBILITIES

  • Prepares and submits the regional activity-based budget on time and ensures that expenditure is within the approved budget.
  • Ensures production, treatment and distribution of adequate and high-quality water, reduction in water losses to acceptable benchmark and provision of cost-effective water supply and sanitation services to the customers in the region/province in order to meet company objectives.
  • Ensures 100% metering, High Billing and Revenue collection are carried out as planned in order to achieve or exceed the regional/provincial targets set.
  • Monitors on regular basis the performance of plant, machinery and networks in the region/province and ensures adherence to maintenance schedules by the operating districts and also the daily performance of the districts on commercial principles.
  • Proposes improvements in the design and deployment of plant and machinery for service improvement in the province/region.
  • Monitors adherence to safety, health issues in the Province/Region to ensure safe operating environment for all staff in the province/region by initiating emergency drills and spot audits.
  • Review’s quality results obtained for both water and sanitation in the region by the quality assurance officer and takes corrective action where results are above the set limits.
  • Provides overall project management for the province/region’s approved CAPEX.
  • Programme through specifying engineering studies and designs, supervision of internal project staff as well as contractors to ensure projects are completed with agreed time frames, cost and specifications.
  • Provides overall commercial and technical input in all regional/provincial procurements of equipment and services by reviewing purchase requisitions and attendance to tender committee meetings.
  • Presents regional/provincial quarterly, half yearly and annual reports to NWASCO the sector regulator and Environmental Council of Zambia on the region’s performance relative to the set sector standards.
  • Prepares and presents regional/provincial quarterly commercial and technical reports to the subcommittee of the board and makes presentations to the board on follow up issues as necessary.
  • Prepare business proposal for funding
  • Provides regional/provincial commercial and technical input in investment funding initiatives commissioned by the region with major Donors, Agencies, etc.
  • Supervises, Coaches, Motivates, develops and disciplines subordinates and agrees, monitors and reviews performance of subordinates in order to ensure that they work towards meeting their targets.
  • Performs any other duties as assigned by the Company Hierarchy from time to time.
  • Ensure that he/she attends stakeholders’ meetings at provincial leave
  • Ensure that there are minimum critic spares of materials to reduce down time.

QUALIFICATIONS AND EXPERIENCE

  • Grade 12 (Form V) School Certificate including Math & English.
  • Bachelor Degree in Mechanical or Civil Engineering, or its Equivalent
  • Proven Business Knowledge and practical experience in an engineering industry or Company.
  • MBA will be added advantage
  • Paid up member of EIZ or relevant Professional Bodies,
  • Minimum of five (5 )Years practical work experience with at least 3 years at managerial level  in a reputable institution

2.   HEAD OPERATIONS AND MAINTENANCE SERVICES SALARY GRADE CMS-3 REPORTING TO DIRECTOR TECHINCAL

JOB PURPOSE

To conduct, coordinate and manage the planned maintenance management system of the company for effective operations of the water and sanitation infrastructure.

MAIN DUTIES AND RESPONSIBILITIES

  •  Coordinates the Monitoring of performance of pumps, motors and other electromechanical equipment and plant & machinery in operations against design specifications to ensure optimum performance. Evaluate the performance of water and sanitation equipment and infrastructure
  • Coordinates and ensures adherence to installed planned maintenance program for plant and equipment to minimize downtime and prolong life of Equipment.
  • Ensure timely repair and maintenance on pumps, motors, motor vehicles and associated equipment to minimize downtime.
  • Prepare and submit for consideration the departmental budget so as to ensure that budgeted performance review and condition assessment activities are funded.
  • Coordinates with other departments in the planning and development of rehabilitation works.
  • Manage and encourage staff, optimizes their outputs and effectively manages relationships in order to achieve organizational goals.
  • Undertake and agree to performance targets and conduct appraisal for all staff under his/ her supervision.
  • Prepare monthly and quarterly progress reports as required by supervisor.
  • Coordinates condition assessment for infrastructure and equipment periodically to determine status and makes appropriate recommendations to management

QUALIFICATIONS AND EXPERIENCE

  • Grade 12 (Form V) School Certificate including Math & English.
  • Bachelor’s degree in Engineering in Civil or Mechanical/Electrical or its equivalent from a recognized University/Institution.
  • Paid up member of the Engineering Institute of Zambia and registered with EIZ.
  • Four (4) years work  experiences in a similar role with at least 3 years in senior management role preferably in water and sanitation related activities

3.   PROJECTS ENGINEER- INFRASTRUCTURE PLANNING AND DEVELOPMENT-SARALY GRADE CMS-3 REPORTING TO DIRECTOR TECHNICAL SERVICES

JOB PURPOSE

To coordinate the planning, design and implementation of activities of consultants and monitor scheduling of activities for contractors to ensure value for money for ChWSSC.

MAIN DUTIES AND RESPONSIBILITIES

  • Plan and design for water supply and sanitation infrastructure development.
  • Prepare project proposals for possible financing of water supply and sanitation infrastructure development.
  • Prepare bankable documents for possible financing by cooperating partners in line with water supply and sanitation investment master plans.
  • Offer technical support to project implementation, maintenance and operation teams to ensure efficiency in the delivery of water and sanitation services.
  • Review feasibility studies reports, designs reports and tender documents for all contracted works and other projects being done by private developers.
  • Develop standards and specifications for water supply and sanitation infrastructure design and construction.
  • Undertake and agree performance targets and conduct appraisal for all staff under his/ her supervision.
  • Coordinate consultative process with GRZ, NGO’s and Cooperating partners in line with the financing/project agreements between the IFI’s and GRZ/CHWSC.
  • Plan and execute key project management meetings and liaison with stakeholders.
  • Prepare and handle key negotiation, dispute resolution meetings related to the project with consultants and contractors
  • Prepare monthly and quarterly progress reports as required by CHWSSC Management and funding institutions.

QUALIFICATIONS AND EXPERIENCE

  • Grade 12 (Form V) School Certificate including Math & English
  • Bachelor’s degree in Civil Engineering, project Management or Municipal Infrastructure or its equivalent from a recognized University/Institution.
  • Paid up member of the Engineering Institute of Zambia (EIZ).
  • Four (4) years work experience in a similar role with at least 2 years in senior management role preferably in water and sanitation related activities

4.   HUMAN RESOURCES OFFICER- ADMINISTRATION AND FACILITIES- SARALY GRADE CMS-4 REPORTING TO DIRECTOR HUMAN RESOURCES & ADMINISTRATION

JOB PURPOSE

Coordinating, consolidating, and ensuring smooth implementation of and adherence to facilities and provide logistical support so as to ensure that effective and efficient administration supports the strategic aims and the day-to-day operations of the company.

MAIN DUTIES AND RESPONSIBILITIES

  • Manage and deliver the specific administration and record management functions smoothly and enabling environment for running the operations.
  • Develop and implement a facility management program including preventative maintenance and life-cycle requirements.
  • Develop budgets for records   management, facilities maintenance and submit for approval.
  • Oversee the administration and organization of all facilities and registry management system.
  • Develop, implement and maintain a range of administrative systems and procedures to ensure effective organizational support to the organization.
  • Ensures offices and surroundings are kept clean and hygienic through effective supervision of staff.
  • Monitoring of compliance of terms of contracts relating to provision of sanitary services, office equipment service and repairs.
  • Monitor, supervise and ensure office administration and meet administrative requirements.
  • Maintain accurate and up-to-date records for all facilities assets and allocate and manage facility space for maximum efficiency.
  • To arrange all statutory inspections, preventive maintenance service, repairs, improvement works and checks on building.
  • Document regular facilities inspections.
  • Plan and co-ordinate procurement and supply of furniture for various offices.
  • Maintain accurate records of incoming and outgoing mails and files to avoid losses and misdirection within the Authority.
  • Circulate confidential mails and files to auctioning officers to avoid delays and leakages.
  • Prepare inventory of files in an efficient and timely manner so as to facilitate accountability.
  • Provides technical advice to management on the performance Management cycle including procedures and the completion of forms required for that cycle
  • Undertake and agree to performance targets and conduct appraisal for all staff under his/ her supervision.
  • Prepare monthly and quarterly reports pertaining to operation of the unit

QUALIFICATIONS AND EXPERIENCE

  • Grade 12 School Certificate including Math & English
  • Bachelor’s Degree in Public Administration, Human Resource Management or Industrial Psychology from a recognized University/Institution.
  • Four (4) years work experience in a similar role.
  • Paid up Member of ZIHRM
