1. LICENSING OFFICER (1)

PURPOSE OF THE JOB

To undertake the processing of licences, permits and certificates for premises and authorisation to import and export medicines and allied substances, in order to facilitate their issuance.

KEY DUTIES AND RESPONSIBILITIES

  • Undertake effectively, the processing of licences and permits for narcotic drugs, psychotropic substances and precursors in a timely manner in order to facilitate their issuance;
  • Undertake effectively, the handling of annual returns, transfers and amendments of licences, certificates and permits in order to facilitate compliance to the terms and conditions of licensing;
  • Undertake timely, the development and review of schedules for monitoring activities in order to prevent misuses and abuse of narcotic drugs, psychotropic substances and precursors;
  • Undertake and aggregates timely, annual requirements for narcotic drugs. psychotropic substances and precursors in order to ensure prompt reporting to the International Narcotics Control Board (INCB) and facilitation of trade;
  • Undertakes timely, the maintenance of registers in order to have up to date information, and
  • Undertake timely, data entry in order to facilitate decision-making.

2. INSPECTOR – GDP & ACCESS – 4 (Location: Kazungula, Kasama, Chipata & Nakonde)

PURPOSE OF THE JOB

To undertake the inspection of distribution channels of medicines and allied substances such as hospital pharmacies and wholesale dealing of medicines and allied and certain health facilities in order to promote access to medicines and allied substances: achieve compliance to set standards and adherence to licensing terms and conditions.

PRIMARY ROLES AND ACCOUNTABILITIES:

  • Supervise and undertake timely, inspection of health shops, agro-veterinary shops and health facilities requiring dispensing certificates in order to ensure compliance and adherence to licensing terms and conditions:
  • Undertake timely and effective, product sampling screening in order to facilitate product testing and sample evaluation;
  • Undertake timely, data entry of inspection reports and schedule into the database in order to facilitate decision-making;
  • Undertakes effectively, the implementation of work plans in order to monitor and evaluate performance; and Supervise effectively, staff in order to ensure the attainment of the department’s objectives.

3. LABORATORY ANALYST – MICROBIOLOGY

PURPOSE OF THE JOB

To undertake the carrying out of tests in microbiology in order to verify compliance to product specification

KEY DUTIES AND RESPONSIBILITIES

  • Undertake effectively, the carrying out of varied and specialized microbiological analysis on all medicines and allied substances, in order to verify compliance to product specification;
  • Carry out effectively, validation tests in order to facilitate research and development;
  • Undertake effectively, the compilation, collation and data entry in order to facilitate preparation of Laboratory analytical reports;
  • Ensures timely development of individual work plans in order to monitor and evaluate performance.

4. ANALYST – PHYSICO-CHEMICAL (3)

PURPOSE OF THE JOB

To undertake the carrying out of appropriate tests on herbal products in order to provide consistently accurate analysis results.

KEY DUTIES AND RESPONSIBILITIES

  • Undertake effective, the carrying out of physical tests on Medical Devices and herbal products, in order to guarantee compliance to product specifications
  • Carry out effective, validation tests in order to facilitate research and development
  • Undertake effectively, the compilation, collation and data entry in order to facilitate preparation of Laboratory analytical reports, and
  • Ensure timely development of individual work plans in order to monitor and evaluate performance.

5. LABORATORY INFORMATION OFFICER (1)

PURPOSE OF THE JOB

To maintain the Laboratory Information Management Systems (LIMS) in order to facilitate the storage, processing and retrieval of information for decision making

KEY DUTIES AND RESPONSIBILITIES

  • Undertake effectively, the collection, collation, compilation and computation of data and other statistical information in order to generate laboratory information;
  • Undertake effectively, statistical analysis of laboratory information in order to facilitate preparation of reports
  • Ensure effectively, the accurate the inputting, of data in the LIMS in order to facilitate, processing statistical analysis and generation of reports;
  • Ensure effectively, consistency and accuracy in inputting processing and reporting in order to assure integrity of the stored data;
  • Undertake effectively, the safe custody of information in order to prevent unauthorized access and loss of data;
  • Ensure timely and regular updates of software and hardware in order to ensures their usability and serviceability;
  • Ensure effectively, the back-up of databases for the LIMS in order to ensure continued access and functionality, and

6. SAMPLE CUSTODIAN AND REGISTRY OFFICER (1)

PURPOSE OF THE JOB

To provide technical assistance, in the storage and issuance of samples in order to maintain their integrity and make them available for use

KEY DUTIES AND RESPONSIBILITIES

  • Undertake effectively, the receipt and classification of samples in order to facilitate labeling, storage, retrieval and documentation;
  • Undertake accurately, labeling of samples in order to ensure their traceability and retrieval;
  • Undertake effectively, the storage of samples and other stores in order to ensure their integrity and safety;
  • Undertake timely, the retrieval and issuance of samples and reference materials other stores in order to facilitate laboratory analysis,
  • Ensure effectively the maintenance of records and other documentation in order to facilitate processing, reporting and decision making;
  • Undertake regularly the maintenance of required stock levels of all laboratory reagents and supplies in order to ensure their availability:
  • Ensure that in-house reference standards are subdivided, labeled and stored according to specified procedures; and Undertake timely the disposal of expired, obsolete samples and unwanted materials in order to facilitate of their safe destruction,

7. STORES CONTROLLER (1)

PURPOSE OF THE JOB

To maintain adequate inventory, records of inventory, distribution, records of distribution, including records of costs and pricing for all items of laboratory,

KEY DUTIES AND RESPONSIBILITIES

  • Issue out reagents, supplies, consumables, equipment, parts, paper, forms, and any other inventory item(s) related to the operation of the Laboratory;
  • Initiate activities that provide for cost effective use of all supplies used in the business of the Laboratory
  • Develop annual supply and expense budget, within the limit established for utilisation, and reporting any variations from budget;
  • Act as a resource person to the laboratory staff and clients regarding procurement of supplies;
  • Ensure that the laboratory staff and clients are aware of procedures that provide for efficient ordering, receiving, storage and distribution of all laboratory supplies on a daily basis;
  • Maintain adequate stocks of inventory while allowing for no wastage of inventory, reagent or product due to shelf storage expiration
  • Responsible for ordering, receiving, storage and distribution of all reagents, supplies, consumables, equipment, parts, paper, forms, and any other inventory item(s) related to the operation of the Laboratory
  • Distribute information regarding the availability of supplies and other pertinent information to all laboratory staff and clients; and
  • Undertake routine and annual physical inventory of all laboratory supplies.

  • Diploma in Laboratory Science/Equivalent

8. ASSISTANT ACCOUNTANT (1)

PURPOSE OF THE JOB

To undertake effectively the processing of financial transactions and other bookkeeping activities in order to facilitate payments and preparation of books of accountants.

  • Organise timely, budget inputs in order to facilitate the consolidation of budget estimates,
  • Undertake effectively, the processing of payments in order to honour obligations and agreements;
  • Undertake timely, the update of Books of Accounts in order to facilitate efficient storage and retrieval of information;

9. LEGAL OFFICER (1)

PURPOSE OF THE JOB

To provide legal support to the Authority in compliance with the provision of the law and in accordance with Authority Policies in order to protect the Institutions Interests

KEY DUTIES AND RESPONSIBILITIES

Assist the Legal Manager/Board Secretary with:

a) To Provide legal advice on the operations of the Authority to ensure that there is compliance with the law;

b) Representing the Authority in civil litigation matters and preparation of court documents

c) Preparing legal opinions and guidance on changes and developments in legislation, regulations, guidelines and practices affecting the operations of the Authority;

d) Foster compliance by reviewing and drafting contracts, agreements, policies and other legal documents as required;

e) Ensuring best practices are adopted and guidelines complied with, and that all activities comply with applicable laws, rules and regulations;

f) Providing efficient and effective legal risk management support in form of monitoring and compliance with internal policies and relevant legislation;

g) Attending to prosecution of offences under the Medicines and Allied Substances Act No. 3 of 2013 to enforce compliance with the law; and

h) Prepare and escalate reports to the Legal Manager/Board Secretary

QUALIFICATION AND EXPERIENCE

  • Full Form V/Grade 12 School Certificate with five (5) ‘O’Levels with credit or better, including Mathematics and English;
  • Bachelor’s Degree in Law (LLB);
  • Advocate of the High Court with a minimum of 2 years post qualifying experience

To Undertake the development and maintenance of information systems in order to facilitate the processing, storage and retrieval of information

KEY DUTIES AND RESPONSIBILITIES

  • Undertake installation and upgrade Information systems and application software as required ensuring all set ICT standards are complied with
  • Undertake ICT User training
  • Maintain an inventory of ICT hardware across of ZAMRA Offices
  • Undertake preventive maintenance duties on ICT hardware,
  • Providing first line ICT technical support on ZAMRA information systems and users
  • Undertake routine preventative maintenance on ICT equipment
  • Maintenance and update Information on the Website
  • Participate in external customer support on the use of Integrated Regulatory Information Management System (IRIMS)

11. DRIVER (1)

PURPOSE OF THE JOB

To safely and timely drive and maintain Authority vehicles in order to facilitate mobility of officers, materials and equipment

KEY DUTIES AND RESPONSIBILITIES

  • Undertake Driving safely and regularly the Authority’s vehicles on official business in order to facilitate operations;
  • Updates timely and accurately log books in order to enhance accountability for official trips: • Checks regularly vehicles in order to ascertain their road worthiness;
  • Undertakes regular cleaning of the Authority’s vehicles in order to ensure that they are in a clean state, and
  • Undertakes timely preparation of accidents reports in order to facilitate insurance claims.

QUALIFICATION AND EXPERIENCE

  • Driver’s Licence, trade test and/or GRZ Competence, and
