The North Western Water Supply and Sewerage Company Limited (NWWSSCL) is a commercial utility, providing water and sanitation services in the North – Western Province. The Company operates in Eight (8) Districts; Solwezi, Mwinilunga, Kasempa, Mufumbwe, Manyinga, Kabompo, Zambezi and Chavuma. The Company envisioned to take over provision of water and sanitation services in the newly created districts of Mushindamo, Kalumbila and Ikelenge.

MANAGER – INFRASTRUCTURE DEVELOPMENT AND PROJECTS– G3 (X1)

1.0 Reporting Line: Director of Engineering

2.0. Job Purpose:

Develop strategies, policies and procedures regarding the areas of infrastructure, strategic planning, investment delivery, asset management and manage the planning, design and implementation of water supply and sanitation infrastructure development as well as offer technical support to operations and district management teams.

3.0 Main Duties and Responsibilities

3.1 Develop long term infrastructure plans that focus on the need for water and sanitation services, and short term implementation plans (including annual work plans) from the Lusaka investment plan.
3.2 Develop systems to ensure that regulatory compliance and requirement of infrastructure development is adhered to.
3.3 Develop and promote asset management techniques for the company as well as formulate and implement procedures and techniques for the sustainable acquisition, installations, design and maintenance of all fixed assets.
3.4 Prepare detailed implementation plans from the Master Plan, including breaking objectives into work packages and identifying resource requirements, potential risks and mitigation strategies.
3.5 Develop techniques so as to achieve sustainable pace of infrastructure renewal, rehabilitation and new construction; develop, oversee, monitor and update various renewal, rehabilitation and new construction projects.
3.6 Manage and monitor projects cash flow and liaise with Finance Director to ensure accurate disbursement of requests to project financing institutions.
3.7 Prepare and submit comprehensive infrastructure development plans reports to the Managing Director and other stakeholders as may be appropriate.
3.8 Coordinate Planning and Design of water supply and sanitation infrastructure development including extension to new development areas.
3.9 Plan and execute key project meetings and liaison with stakeholders. This includes preparing and handling of key meetings related to the project such as negotiations with consultants and contractors, dispute resolution meetings
3.10 Coordinate Preparation of bankable documents for possible financing by Local and cooperating partners in line with water supply and sanitation investment master plans.
3.11 Prepares project progress reports on technical and utilization of funds.
3.12 Control costs and certification of payments by checking specifications for delivered goods and services, quality of consultant deliverables and reports, and works against specifications.
3.14 Coordinate development of NWWSSCL water supply and sanitation master plans and proposals for updates for all districts.
3.15 Coordinate Review of feasibility studies reports, design reports and tender documents for all contracted works.
3.16 Supervise implementation of all program activities, tracking progress on procurement and delivery of goods and services, consultancies and works including payments.
3.17 Coordinate technical support to maintenance and operations teams to ensure efficiency of the water supply and sanitation networks.
3.16 Performs any other duties that may be delegated from time to time by superiors.

4.0 Knowledge and Skill Requirements

4.1 Minimum Academic qualifications

  • Grade Twelve (12) Form Five (05) with Five “O” Credits including Mathematics and English Language.

4.2 Minimum Vocational/Professional qualifications

  • Degree in Electrical/Mechanical/Civil/Chemical Engineering or its equivalent from a recognized University/Institution.
  • Master’s Degree in Engineering, Business Administration or any other relevant qualification at post graduate will be an added advantage.
  • Fellow of the Engineering Institution of Zambia (EIZ) with a valid practicing licence.

4.3 Minimum relevant work experience.

  • 5 years’ experience in experience in a similar role with at least 3 years in senior management role preferably in water and sanitation related activities.
  • Minimum of 40 years old.
