The Office of the Public Protector is an independent oversight institution operationalised by the Public Protector Act no. 15 of 2016. The Office is
headed by the Public Protector who is a Constitutional Office Holder as provided for under Article 243 of the Constitution of Zambia. The institution
is entrusted with the mandate to promote and safeguard the interests and the rights of an individual in his or her quest to receive a “public service” that is
just and fair.

The office also serves to promote good governance within the public institutions in the delivery of public service to the general public.

The Office invites applications from the suitably qualified members of staff for the following position:

JOB TITLE : HUMAN RESOURCE DEVELOPMENT OFFICER (1)
GRADE : SALARY SCALE (I)
STATION : HEAD OFFICE, LUSAKA PROVINCE
DEPARTMENT : HUMAN RESOURCE AND ADMINISTRATION

JOB PURPOSE

To undertake human resources development functions in order to enhance staff performance.

DUTIES AND RESPONSIBILITIES

The successful candidate will be reporting to the Senior Human Resource Management Officer and shall be responsible for the following:
1. Undertakes periodically Training Needs Assessment in order to facilitate decision making.
2. Undertakes regularly interpretation of the Training policy in order to ensure compliance to regulations.
3. Undertakes timely Training plans in order to facilitate resource mobilisation.
4. Undertakes regularly the monitoring and Evaluation of the performance of the offices that have undergone training in order assess the impact of training.
5. Dissemination of information on the availability of the training opportunities in order to attract appropriate candidates.
6. Undertakes timely human resource planning in order to meet the human resources needs of the Institution.

KNOWLEDGE AND SKILLS REQUIREMENTS

The applicants must meet the following requirements:

  • Grade twelve (12) School Certificate with a minimum of five (5) Credits including English and Mathematics or its equivalent.
  • Bachelor’s Degree in Human Resource Management, Public Administration or its equivalent.
  • A Member of Zambia Institute of Human Resource Management.
  • A Valid 2025 Human Resource Practising Certificate.
  • Maximum Age Forty (40) years.
  • Excellent Analytical skills.
  • Excellent Writing skills.
  • Good Interpersonal Communication Skills.
  • High levels of Integrity.
  • High levels of confidentiality.
  • Computer literate
