Job Purpose
Reporting to the Government and Capacity Building Team Lead, the position will provide IHM Southern Africa, and the SCHISS project, with technical assistance in Public Health Informatics. The eHealth Technical Advisor will act as the point of contact for the implementation of the Digital Health Strategic Plan 2022 – 2026. Key areas of responsibility include supporting the eHealth Coordination Unit, Public Health Informatics competence monitoring and implementation of the Digital Health Strategic Plan 2022 – 2026.

Academic & Educational Qualification

  • Full Grade 12 School Certificate
  • Bachelor’s Degree in Medicine, Public Health Informatics or similar obtained from an accredited academic institution
  • Master’s degree in Public Health Informatics will be an added advantage
Knowledge and Experience

  • Minimum (5) years working experience in a similar role in a diverse organization and with significant donor-funding experience.

Key Result Areas (Major Duties and Responsibilities)

  • Lead the implementation of the Digital Health Strategic Plan and the Public Health Informatics Agenda in MoH
  • Serve as an eHealth liaison to partners in the field, including government officials at national, provincial, district, HF levels and Health Training Institutions
  • Work in consultation with the project Senior Systems Engineer and Senior Health Informatics Manager and eHealth Coordinator to identify institutionalization challenges, plan approaches, and implement activities
  • Design and lead the transfer of Public Health Informatics technical and management skills for the sustainability of the SmartCare+ platform
  • Facilitate lobbying and advocacy for public fiscal support to the institutionalization of changes in staff, infrastructure management, and systems
  • Participate in program monitoring, evaluating, and periodic reporting related to the Digital Health Strategic Plan
  • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for all the Digital Health Strategic Plan activities
  • Work closely with MoH Leadership to ensure adequate capacity is built in various areas of the eHealth Agenda
  • Develop key performance indicators for the eHealth Coordinating Unit
  • Overseeing the Digital Health Strategic Plan implementation and tracking progress of the 7 strategic interventions
  • Supervises and coordinates all support staff seconded to the eHealth Unit by IHM
