DEPUTY COMMISSIONER – SUPPORT ZRA02 (1 Position(s))

 
Job Description
Reporting directly to the Commissioner – Customs Services, you will be responsible for providing direction on policy and international agreements as well as managing staff matters and audit and business risks-based functions.
Responsibility:
 
DUTIES & RESPONSIBILITIES
  • Liaising with regional trading blocks, multilateral and bilateral organisations such as COMESA, SADC on international agreements;
  • Coordinating policy formulation on tariff classification and valuation;
  • Providing appropriate advice to the Commissioner – Customs Services on all policy matters relating to the area of responsibility;
  • Coordinating and reviewing Customs procedures;
  • Coordinating national budget amendments;
  • Formulating and implementing risk management framework in all Customs operations;
  • Developing and implementing compliance strategies;
  • Providing leadership and motivation to staff;
  • Establishing and maintaining effective liaison with people in the local industry and all stakeholders in trade to ensure harmonious relationship; and
  • Ensuring adherence to policies with regard to classification and valuation.

REQUIREMENTS
  • Grade Twelve (12) School Certificate or General Certificate of Education (GCE) Equivalent;
  • University Degree with bias in Accountancy, Banking & Finance, Economics, Business Administration, Law or professional qualifications plus post graduate training;
  • Masters’ Degree in a relevant field will be an added advantage;
  • Minimum of Six (6) years relevant post-qualifying work experience at middle management level;
  • Good understanding of Customs policies and procedures; Good appreciation of operations of regional trading blocks, multilateral and bilateral organisations; and
  • Practicing certificate/professional membership where applicable.
