The Civil Aviation Authority (CAA), a statutory body has been established by the Government of the Republic of Zambia under section 3 of the Civil Aviation Authority Act No.7 of 2012. Air transport plays a significant role in the economic development of any nation. In this regard, there is need to appoint a vibrant and visionary team that will ensure that the Zambian aviation industry is effective, efficient, self-sustaining and in compliance with industry standards and best practices. The CAA is inviting applications from suitably qualified candidates for the position of Inspector Aerodromes Standards under the Directorate of Aerodromes Safety and Standards and reporting to the Senior Inspector Aerodromes Safety and Standards.
1. Job Position: INSPECTOR AERODROMES STANDARDS
JOB PURPOSE
To undertake effectively the regulation of aerodrome design/operations to ensure adherence to ICAO standards.
DUTIES AND RESPONSIBILITIES
a) Undertake airport certification, audit and surveillance of aerodromes operations and facilities are take on effectively and ensure that they meet national requirements while following all phases defined in the aerodrome certification process, including all the required verifications.
b) Conduct aerodrome inspections effectively to meet national requirements for issuance of aerodrome operating licences.
c) Undertake the regulation of aerodromes operations to ensure adherence to Zambia Civil aviation Requirements.
d) Undertake effective control of developments in the vicinity of aerodromes to conform with obstacle height restrictions and wildlife management in relation to civil aviation operations.
e) Undertake effective approval and auditing of the airport safety management system and ensure that aerodrome operators implement a safety management system through a progressive implementation approach in order to minimize hazards and risks at aerodromes.
f) Undertake the effective development and implementation of a national plan for the reduction of Carbon Dioxide emissions due to international civil aviation activities.
g) Undertake effective management and monitoring of pavement surface conditions, including the assessment of the surface friction characteristics of the runway and ensuring that the aerodrome operator takes appropriate action if necessary.
h) Undertake the formulation and promulgation of aerodrome regulations and technical guidance material are in line with ICAO SARPs and ICAO docs.
MINUMUM QUALIFICATIONS AND EXPERIENCE
- Full Form V /Grade 12 Certificate with minimum of five (5) “O” Levels with credits including English and Mathematics.
- BEng/BSc in Civil/Electrical/Mechanical or any other related qualifications
- The applicant MUST be a member of Engineering Institute of Zambia (EIZ) with a current Engineers Registration Board (ERB) practicing licence.
- At least 3 years’ experience.
- Must be a Zambian citizen.

2. Job Position: INSPECTOR FLIGHT OPERATIONS
JOB PURPOSE
To carry out the functions related to Air Operator Certificate (AOC) certification, surveillance and other functions in compliance with regulations and requirements within the Operations unit in order to facilitate compliance by all AOC holders and other air operators.
o carry out the functions related to Aerial Work Certificate (AWC) certification, surveillance and other functions in compliance with regulations and requirements within the Operations unit in order to facilitate compliance by all AWC holders and other air operators.
In addition, to carry out functions related to foreign airlines AOC Validations and surveillance and foreign air operators temporary AOC Validations and other functions in compliance with regulations and requirements within the Operations unit in order to facilitate compliance by all foreign airlines and all foreign air operators.
The other functions relate to RPAS ROC certification, special authorisations and surveillance activities.
DUTIES AND RESPONSIBILITIES
a) Ensures that activities within Operations unit are carried out in accordance with requirements, regulations, standards and approved policies and procedures.
b) Ensures auditing of air operators’ operations is conducted in order to maintain compliance.
c) Ensures auditing of aerial work operators’ operations is conducted in order to maintain compliance.
d) Ensures auditing of RPAS operations is conducted in order to maintain compliance.
e) Assumes effectively the regulations of issuances, renewals, extensions, changes to AOC and special approvals for the performance of airline/air operations in order to ensure compliance
f) Assumes effectively the regulations of issuances, renewals, extensions, changes to AWC for the performance of aerial work operations in order to ensure compliance
g) Assumes effectively the regulations of issuances, renewals, extensions, changes to RPAS ROC for the performance of aerial work operations in order to ensure compliance
h) Effectively monitors service providers’ safety management systems in order to minimize hazards and risks in their operations.
i) Participates in the effective implementation of performance management systems in order to enhance individual and organizational performance.
j) Coordinates processes for any enforcement action required to ensure compliance by AOC holders, AWC holders, AOC Validation holders, temporary AOC Validation holders, RPAS ROC holders and RPAS special authorisations operators.
MINUMUM QUALIFICATIONS AND EXPERIENCE
- Full Form V /Grade 12 Certificate with minimum of five (5) “O” Levels with credits including English and Mathematics.
- Commercial Pilots Licence / Airline Transport Pilot License.
- Government Safety Inspector OPS Certificate and BA in Aviation or related Social Science would be an added advantage.
- At least 5 years’ experience.
- Must be a Zambian citizen.

3. Job Position: MANAGEMENT ACCOUNTANT
1. Duties and Responsibilities
- Monitoring and evaluating financial information systems and suggest improvements where needed.
- Production analysis and interpret of management accounts.
- Monitor budgets and produce budget information and report as well as variance analysis and comments.
- Inform key strategic decisions and formulate business strategies.
- Interprets and communicates financial data to non-financial managers.
- Facilitate budgetary and forecasting process
- Oversee the building of budgets and forecasting and with input from directorates and the finalization and communication thereof to the CAA.
- Acts as a strategic partner in provision of decision support information.
- Provide ongoing advice on the financial implications of strategies
- Source and consolidate data into insightful performance reports adding value to the CAA.
- Provide appropriate clear, concise and timely business comments to support various internal stakeholder including the exco and board of directors.
- Ensure appropriate evaluation and approval of capital expenditure.
- Completion of balanced sheet reconciliation monthly.
- Excellent attention to detail picks up on mistakes and rectifies before problems arise.

2. Minimum Qualifications and Experience

- Fully paid up member of ZICA at Associate Level membership or better.
- Minimum of 5 years experience.

4. Job Position: RISK AND COMPLIANCE OFFICER
JOB PURPOSE
To provide operational support to Manager Quality and Safety in managing the various Risk, Compliance, Safety and Quality matters of the Authority.
DUTIES AND RESPONSIBILITIES
a) Undertake to develop and implement overall Risk and Compliance Management Systems;
b) Develop and maintain ZCAA Risk and Hazard Registers;
c) Prepare annual Risk and Compliance work plan in line with the corporate goals;
d) To establish the Acceptable Level of Risk
e) To anticipate risks arising out of changes in various compliance and risk environments and advise management in a timely manner
f) To perform assessment and evaluation of risks affecting the organisation
g) Propose business continuity plans to limit risks
h) Implement incident monitoring process to ensure oversight and improvement in controls around reported risks
i) To make on site regular checks on units’ compliance with policies and procedures and reinforce compliance matters.
j) Conduct Risk and Compliance audits as per approved plan
k) Follow up and assess management’s timely action on issues arising from Risk, Compliance, Safety and Quality Audit Reports.
l) Coordinate work with Internal Audit and other Risk and Compliance related activities within the Authority.
m) Maintains and updates national compliance data base in order to facilitate storage and retrieval of compliance related information and to provide quality and timely reporting to Manager Quality and Safety on Risk, Compliance, Safety and Quality matters
n) To ensure effective communication, interpretation and application of the Authority’s Compliance and Risk Management policies and procedures
o) Create Risk awareness by providing support and training to all staff
p) Effectively implements performance management systems in order to enhance individual and organizational performance
q) Any other duties that may be assigned t from time to time.
MINUMUM QUALIFICATIONS AND EXPERIENCE
- Full Grade Twelve School Certificate with at least 5 ‘O’ Level Credits including English and Mathematics.
- Holder of Bachelors of a Science or Arts Degree in Accountancy, Aviation, Economics, Statistics or professional qualification in ACCA, CIMA, ZICA.
- Must have worked in a Risk and Compliance office for at least 1 year post qualification.
- Must be a Zambian citizen.

5. Job Position: STORES OFFICER
1. Job Purpose
To manage and coordinate the Stores functions of receiving, storage, housekeeping and issuing of materials/items. This role will also interpret the Public Supply Chain policies specific to Public Stores operations of controlling and managing inventory.
2. Reporting to the Finance Manager
Responsibilities of the role include;
- a) Timely inspect and prepare written public stores report, including a report on the general conditions of assets and stores and the storage facilities in which the assets and stores are kept
- b) Ensure all assets and stores under his/her charge are managed and safe guarded in line with the provisions of the Public finance Act, Public Procurement Act and any other Authority rules and regulations
- c) Conduct monthly and quarterly stocktaking of goods to ensure accurate balances.
- d) Develop and maintain an asset register.
- e) Managing the overall process of receiving, storage, binning, coding and issuing of materials and consumables.
- f) Carry out timely distribution of goods to ensure the availability to end-users.
- g) Maintain accurate stock records of, receipts and issuances in order to ensure accountability.
- h) Carry out identification and protection of obsolete, redundant, scrap and surplus goods to facilitate their disposal.
- i) Manage user department’s requisitions promptly and resolve issues quickly.
- j) Make recommendations to improve general stores layout and appearance.
- k) Contribute to the Supply Chain budget by assessing Stores requirements.
- l) Plan the day to day running of the stores section.
- m) Promote safety practices in Stores operations.
- n) Report unsafe and hazardous conditions.
- o) Maintain high performance standards for Stores staff in order to support the organisation’s strategic plan.
- p) Demonstrate ability in encouraging and motivating Stores staff to bring new ideas in order to improve functionality.
3. Knowledge and Skills Requirements
a) Minimum Primary/Secondary Education:
- Full Form V /Grade 12 Certificate with Credits in English and Mathematics.
b) Professional and Academic Qualifications:
- Minimum of a degree in Supply Chain Management or related field from a recognised university or Full Chartered Institute of Purchasing and Supply (CIPS) qualification.
- Membership of the Zambia Institute of Purchasing and Supply (ZIPS) a must.
- Proven knowledge of Stores policies and procedures.
- Computer proficiency in Stores systems, Excel, MS Word and ERP systems.
c) Minimum Relevant Pre-Job Experience:
- A minimum of four (4) years work experience in Supply Chain Management, two (2) of which should be in a similar position.

6. Job Position: INSPECTOR PERSONNEL LICENSING
JOB PURPOSE
To carry out the regulation of Personnel Licensing in order to facilitate compliance by all license holders.
DUTIES AND RESPONSIBILITIES
a) Ensuring that activities within Personnel Licensing are carried out in accordance with regulations, standards and approved policies and procedures.
b) Coordinating written examinations for flight crew members, aircraft maintenance staff, air traffic controllers, and ground operations personnel who want to apply for new classes, ratings, or authorizations to their licenses.
c) Coordinating practical tests as required for the different specialties and generating the necessary test reports;
d) Effectively monitoring service providers’ safety management systems in order to minimize hazards and risks in their operations.
e) Participating in the effective implementation of performance management systems in order to enhance individual and organizational performance.
f) Coordinating the issuance, validation and conversion of all types of licences and ratings issued under the Zambia Civil Aviation Requirements.
g) Monitoring implementation of a system for designees and their oversight.
h) Ensuring the approval or acceptance of simulation training devices used for training within the scope of licensing.
i) Certification and surveillance of Flight crew, ATC, AME and Cabin Crew training organizations. (ATOs).
j) Coordinating processes for any enforcement action required to ensure compliance by licence, certificate and authorization holders.

- Full Form V /Grade 12 Certificate with minimum of five (5) “O” Levels with credits including Mathematics and English.
