Job Title: Senior Manager Regulatory and Government Relations

Under the supervision of the General Manager Corporate Services, below are the Key Job Responsibilities the role of Senior Manager Regulatory:
  • Business Advisory Service – delivering prompt advice and support on pertinent issue’s;
  • Regulatory Support – Providing regulatory and stakeholder support in procuring relevant resources, approvals and delivering general support on key business initiatives;
  • Compliance Advisory – to inform internal stakeholders of regulatory obligations, secure buy-in and facilitate compliance.
  • Compliance Tracking System – to proactively identify gaps and address risks in the regulatory and government relations environment;
  • Policy Advocacy – Issue Identification, Impact Measurements and Lobbying – to promote MTN position and secure MTN’s interests with key stakeholders;
  • Stakeholder Management – to utilize specifically designed tools (i.e., a Stakeholder Register /Influence Matrix) for focused lobbying and result tracking;
  • Regulatory and Stakeholder management – to achieve measurable results through efficient interface processes/procedures;
  • Define and develop and manage the execution of the Regulatory Department strategy and ensure that it is aligned to MTN’s mission and vision;
  • Analyse regulatory trends and ensure that the business is informed accordingly in order to be able to prepare for changes proactively and proactively influence regulatory trends to the benefit of MTN;
  • Provide regulatory and compliance related input into the development of operational plans and strategies of other business units;
  • Lobby key stakeholders influential in shaping and changing public policy and draft legislation;
  • Negotiate with other network operators in relation to interconnection and other non-competitive public policy issues.
  • Draft, review and submit MTN submission on draft regulations, legislation and ministerial directives;
  • Influence and manage regulatory entities;
  • Interfacing with relevant Government Agencies, relationship management with relevant Government organizations and tracking of Government & regulatory issues;
  • Co-ordinate regulatory support to all Departments and internal interdisciplinary team e.g., Interconnect Committee, Marketing & Product Team;
  • Establish, develop and maintain effective corporate relationship with identified Government stakeholders;
  • Build MTN’s profile amongst Governmental stakeholders;
  • Ensure access by the MTN management to such key stakeholders as required;
  • Profile key stakeholders for effective engagement;
  • Initiate regular meetings with key Government stakeholders;
  • Provide advisory support on key Government stakeholders;
  • Provide regular feedback to business on developments (bills, new policies within the legislative/ regulatory arena);
  • Assist in coordinating lobby campaigns on identified issues;
  • Coordinate action/ response plans to pertinent issues;
  • Identify regional vulnerabilities and recommend due mitigation;
  • Provide periodic intelligence reports, political audits and proactive feedback on emerging issues, developments and trends.
Candidate Requirements
  • Grade 12 certificate with 5 credits or better of which English and Mathematics are a must;
  • 4-year University Degree in law or any relevant experience.
  • Admitted as Legal Practitioner with a valid practicing license
  • Possession of an MBA/ Masters or Post Graduate Business Qualification will be advantageous.
  • Manager track record of 5 years or more in a fast-moving industry; with at least 3 years in Economic, Public Policy and Legal Administrative Law
  • Experience working in a global/multinational enterprise (understanding emerging markets advantageous)
  • Experience of Zambian and international environment.
