Brief description of the project:

The EU support to the National Land Audit project aims to improve land administration and management in Zambia. The project focuses on (1) improving the National Spatial Data Infrastructure (NSDI), updating it with information that is publicly available and accessible, and, producing land cover, land use maps, and compiling other thematic maps at the National level, (2) making available and accessible key results of the National Land Audit, (3) testing and validate Innovative National Land Audit methodologies, and (4) providing guidance for shaping a full National Land Audit implementation and forming a post audit action plan.

Brief description of the assignment :

The NKE will provide the international context to the design, prototyping and implementation of the Zambian NSDI by:

  • Using international standards where applicable (e.g., ISO metadata).
  • Adopting NSDI internationally accepted functionality.
  • Drawing on lessons learned from other jurisdictions to solve most common issues such as Data Issues, Institutional Issues, Technical Issues, and Human Resources Issues.
  • Analyzing stakeholder roles and responsibilities.
  • Raising stakeholder awareness.

General Objectives:

The NKE will support the output 1.1 (NSDI improvement) by facilitating its institutional and policy components while introducing and implementing international standards applicable to spatial data and metadata format, content, management, and exchange protocols. A new institutional structure for the NSDI needs to be established and the NSDI policy consensually revised and updated. The senior non key expert will analyze the e xisting NSDI implementation and facilitate building a broad consensus among the various stakeholders and supervise a set up an improved operational structure meeting international standard (A.1.1.2). The expert will assist in the modification and adoption of the updated NSDI policy (A.1.1.2) modelled after known and proven international concepts, together with an NSDI communication plan (A.1.1.5).

I n addition, the senior NKE will also supervise, and finalize the NSDI-hosted data collection, and implement a sound data validation process for the NSDI (A.1.1.4).

Specific Objectives:

  • Active assistance in the establishment of NSDI institutional framework, policy, standards, protocols and procedures matching international standards.
  • Assistance in the setup of an operational NSDI Steering and Technical structure, and improvement, and adoption of the NSDI policy.
  • Producing the Stakeholder Engagement Plan with strategies to effectively engage stakeholders during preparation and implementation stages.
  • Assistance in cleaning, harmonizing, updating and populating spatial and attribute databases using adopted international standards.
  • Assistance in data compilation from different sources and harmonization of data.
  • Contribute to the preparation of an NSDI awareness raising and communication plan in conjunction with KE4.

Requirements:

Qualifications and skills:

  • A University Degree relevant for the task (Master’s/Bachelor’s degree or equivalent) in a related field.
  • Fluency in English (written and spoken); and if possible local languages.
  • Proven experience on the tasks, related to the assignment.
  • Very good organizational, coordination and reporting skills.

General professional experience:

  • A minimum of 10 years’ relevant professional experienceon spatial data infrastructure and land policy development .

Specific professional experience:

  • Experience in development of legislation on NSDI policy framework.
  • Technical expertise in spatial information management, land management, surveying, GIS .
  • Knowledge of Zambian context and experience in communications with Zambian government officials and other stakeholders is considered an advantage.
  • Prior experience working on EU-funded projects is an asset.
