Energy Regulation Board (ERB)
The Energy Regulation Board (ERB) is a statutory body established under the Energy Regulation Act No. 12 of 2019 to regulate the energy sector by licensing undertakings and ensuring consumers receive a quality service at an equitable price while ensuring a reasonable rate of return to the energy enterprises.
The ERB now seeks to recruit for the following positions under the Fuel Marking Project as follows:
1. Zonal Manager (x2)
Location: Lusaka and Ndola
ERB Grade: FM 05
Reports to: National Coordinator
Background
The Energy Regulation Board (ERB) is a statutory body established under the Energy Regulation Act
to regulate the energy sector by licensing undertakings and ensuring consumers receive a quality
service at an affordable price while ensuring a reasonable rate of return to the energy utilities.
The ERB now seeks to recruit a dynamic and suitably qualified person to fill the position of Zonal
Manager in the Fuel Marking Project.
Job Purpose
To co-ordinate the monitoring of fuel marker concentration throughout the petroleum product supply
chain in the designated Region to ensure conformity with the Energy Regulation Act and subsidiary
legislation and other relevant legislation, guidelines and standards.
Main Duties and Accountabilities
• Supervises the work of Field Officers and Lab Analysts that monitor the concentration of fuel
Marker at different stages of the petroleum product supply chain in line with the KPI framework.
• Prepares inspection reports highlighting the compliance levels of the inspected undertakings for
submission to management for information or action.
• Oversees the maintenance of a database of petroleum bulk storage, retail and consumer facilities
in the respective zone in order to coordinate the effective implementation of statutory provisions
of the legislation governing Fuel Marking.
• Validation and compilation of marked fuel volumes reports for the basis of payment to the Fuel
Marking contractor for services rendered.
• Monitor the work of contractors engaged in carrying out Fuel Marking activities in the Zone
• Coordinates product quality complaint investigations in the event of an incident and prepare a
report with recommendations for remedial actions.
• Provides on request technical advice to the Licensing and Enforcement Department for accurate
interpretations regarding, for instance enforcement matters

Minimum Qualifications
• Full Grade 12 Certificate (minimum 5 credits)
• Bachelor’s degree in Chemical Engineering or equivalent
• Member of the Engineering Institute of Zambia (EIZ)
• 5 years’ relevant experience
2. Field Officer – Technical (x2)
Location: Lusaka
ERB Grade: FM 06
Reports To: Zonal Manager – South

The ERB now seeks to recruit a dynamic and suitably qualified person to fill the position of Field
Officer in the Fuel Marking Project.
Job Purpose

3. Lab Analyst (x1)
Location: Lusaka

Reports To: Zonal Manager – South
Background

The ERB now seeks to recruit a dynamic and suitably qualified person to fill the position of Lab
Analyst in the Fuel Marking Project.
Job Purpose
To ensure sampling and testing of petroleum samples in the supply chain is conducted in line with the
Standard Operating Procedures i.e. The Fuel Marking Operations Manual and Sampling Protocol.
Main Duties and Accountabilities
• Conduct testing of petroleum samples and ensure that the sampling procedures are up to date.
• Ensure that reagents being used for testing are within the validity period and equipment being used
both in the field and in the Laboratory is calibrated.
• Conducts depot quality audits at scheduled intervals to ensure compliance to laid down Standard
Operating Procedures on Safety, Health, Quality and environment.
• Maintains a database of all samples submitted for laboratory analysis. Maintain updated stocks of
all laboratory equipment and accessories.
• Carry out petroleum product quality investigations and prepare a report with recommendations.
• Provides technical advice with regards to analytical procedures and equipment.
• Verifies stock levels at filling stations and depots for information of management.
• Prepares monthly reports on the activities undertaken.
